- ➤ Dr. Joseph Kline has filed a federal lawsuit against Saginaw County and Animal Control Director Rachel Horton over claims of animal neglect and retaliation after warning that the shelter was breaking state laws — his lawsuit also includes age discrimination allegations after a younger veterinarian replaced him, and Attorney Kevin Kelly said the federal case is expected to continue in the fall and possibly next year.
